Educational Testing & Measurement ~ Classroom Application & Practice was a required text for a college course, so I need the book for the class. Being able to purchase it loose leaf for on third of the price that the college book store was charged, saved me over $100. That is a serious discount just to get the book unbound & have to put it in a dollar binder to use. The text is identical to the bound version. This option to purchase a needed text in unbound format is great to stretch the college budget.

Can You Get Away with The Previous Edition?

To me, a book published in 2009 vs. 2013, with a price difference of a US penny vs. $150 begs the serious question of updates! In the case of this text, the authors have been very ethical in producing a substantial update, not just a new edition like a software text repeated as a "must" every 6 months to rip off students.
Which then brings us to the next question: how much has really changed in the last 4 years? First, for background, I've been in edu testing all my life, and I'm one of the founding directors at preptorial dot org, the free test prep databases; narrow, but relevant to this text. There are two sources for potential changes in measurement: government policy and technical research, which only matters in a book like this to the extent which ETS developers adopt that research.
On the first, it comes down to Bush vs. Obama with no child left behind vs. what was initially called "affordable college" and "teacher training." RTI, IDEA and other updates show that President Obama's derision of "teach to the test" vs. Bush hasn't really changed a lot of the way in which things are done in 2014 vs. 2009! I'm not making ANY political statement here, just trying to give you a foundation to decide on spending an extra $150! The REAL, subtle, lesser known changes in IDEA and RTI (and president Obama funded disabled education with 12 billion via ARRA in 09) are on the LEGAL side, and these are not covered as case precedent updates in this fine text (lessening the moving party persuasion burden on parents of disabled kids, for example, a traditional and confirmed decision effectively putting a burden on those parents in 2005, softened in 2013 with case precendent, for example).
What about more recent developments in the relationship of RTI to IDEA? Response to Intervention is controversial, and most of the relationships (in the legal system) were ironed out by 2007. So, for purposes of this book's added value, that is (temporarily) stable, and not a significant factor between editions. The details are, but those change monthly, so web/journal research would be needed with either edition. What about from an Obama/ in practice standpoint? The practical application comes down (to oversimplify) to balancing the trade off of labeling a child "disabled" vs. not responding with special ed or programs when needed. This tension has not changed between editions. Since (practically) this disproportionately affects minorities and the underprivileged (most public school teachers know this all too well and it is what I deal with daily at Preptorial), it is perhaps surprising that many of the funds that have been allocated in that general area have not really impacted the day to day in testing at this writing.
So, bottom line: First, this book is a MUST in one of the two editions. I completely disagree with folks who trash talk the authors because it is expensive, and then say it is "not worth it." You MUST know these materials if you teach, period. BUT: if you are willing to spend a few hours online brushing up on RTI, IDEA and some recent articles on educational testing, DO consider the previous edition. This comes down to your budget vs. how you value your time. If you have money, or access to it, DO get this edition, and save yourself time. If you're a student, or on a tight budget, or value scarce funds more than your time, DO get the previous edition and augment it with web updates. The publisher won't want to hear this, but not everyone can afford $150 bucks, or even the $70 for the loose leaf version.
Disclosure: due to preptorial dot org, I'm a testing advocate, but not in the derisive "teach to the test" sense as much as using testing TO teach, in a fun, "puzzle" and detective like format. To be VERY honest, a child isn't going to get into Harvard without a good SAT score. I don't "advocate" this, it is just reality! I recently helped add a whole translated database of 50,000 questions to preptorial on PhD testing in China. From a planetary standpoint, testing is far from going away. In fact, in a broader sense, it is the essence of science, and has been proven in numerous fields (eg. early testing in software development) to be a must.
TIP: THIS BOOK DOES NOT (AT THIS WRITING) HAVE THE LOOK INSIDE FEATURE, BUT THE PREVIOUS EDITION DOES! Tip of the day is, visit the previous edition page (Educational Testing and Measurement: Classroom Application and Practice), even if you're buying this one, and check out the look inside. Ethical publishers include this, so you won't waste your money with a reader/text mismatch.

Great Professional Resource

Please purchase this book. It is a great professional reference. The more chapters that I read, the more applicable the content becomes. I wish that I had this book as a beginning teacher. It helps me explain assessments to peers, students, and parents.
